In late breaking news, the Planning Commission supported the appeals filed
by HPNA and the Hyde Park Planning Team against extensions of the period
for getting the site plans filed by the Hyde Park Baptist Church for three
large buildings in the 3900 block of Speedway. These site plans were filed

Combining District (NCCD) was passed by the City Council. The objective in
filing these plans at the last possible moment was, pretty clearly, to get
these projects exempted from the NCCD's rules that would have limited
building height and other impacts on the neighborhood. City rules provided
180 days to

deal with problems identified by city staff, plus additional days to make
up for the delays in the review process, more than seven months in all.
Remarkably, when this period ended not all of the comments made by the
reviewers had been cleared, which is a requirement to get the site plans
approved and keep the projects alive as "grandfathered" exceptions to the
NCCD rules which now apply to everyone else in the neighborhood. HPBC asked
for an extension to the half year-long period normally allowed for doing
this. Even though the site plans are clearly an attempt to defeat the Hyde
Park Neighborhood Plan by building bigger and taller than the plan would
now allow, the City approved a 45-day extension. However, the Land

Code allows Interested Parties to appeal an extension and HPNA and the Hyde
Park Planning Team, which had drafted the NCCD, did appeal. It may have
been the first time such an appeal had been filed. The appeal was heard by
the Planning Commission Wednesday September 25 after a full agenda
involving passionate controversies surrounding other people's neighborhood
plans. The final vote came at 1:20 AM after the neighborhood group had
spent more than seven hours at the meeting. The Planning Commission agreed
with us on the two projects on the west side of Speedway between 38 1/2 and
39th Streets. They allowed the extension to stand on the building proposed
