participates every year. I'd like to see some new faces also this year.

On another topic, for the past year or so, the City of
Austin has been wrestling with a new proposed yard parking ordinance. The
proposed ordinance would allow neighborhoods to 'opt in' or 'opt out' of
participation. When a particular neighborhood opts in, the Austin Police
Department would enforce a ban on parking in front and side yards (off
driveway or defined parking areas).
I have attended a number of city meetings where parties from
both sides have passionately expressed their views. For some reason,
emotions run very high on this subject. Concerns about yard parking have
been expressed by some of our neighbors here in Hyde Park. Advocates of
the ban cite neighborhood pride, property values, general appearance, and
excessive water run-off as some of their concerns.

Opponents of the ban argue property rights and convenience, among other
things. The Hyde Park Neighborhood Association will be addressing this
issue at its February 2003 General Meeting. That meeting will be held on
Monday, February, 3, 2003 at the Hyde Park United Methodist Church (at the
corner of Speedway and 40th). The meeting starts at 7:30pm. I would like
to encourage anyone who has any concerns or strong opinions about this
issue to attend.
In the meantime, I would like to address this subject from
another direction. Because so many people do find yard parking strongly
