Planning Team Update: Giant Duplexes Perplexing Neighbors

N eighbors of 603 Fairfield Lane in North Hyde Park starting calling me in early February about a new duplex going in at this address. Fairfield has always been a quiet somewhat isolated street until a home was removed recently.

When neighbors found out the home would be replaced by an 8-bedroom duplex, with garages on the front and numerous residents, they got very concerned. Investors have been building duplexes for two decades in Hyde Park to house students, but it wasn't until recently that they started building 8, 10 and 12 bedrooms! These usually look more like apartment buildings, but the duplex classification is used to skirt the requirements that apartment buildings must meet compatibility, landscaping and run-off requirements. The Tax People are Coming!
The Tax People are Coming!
The March General Meeting will feature Nelda Wells Spears, Tax Assessor-Collector of Travis County and the Chief Appraiser of the Travis County Appraisal District, which sets property values for all local governmental bodies.

We are honored to have these officials attend our meeting to speak and answer questions about how property values are determined and how the appeal process from appraised values works. We think this presentation will be of great interest to neighborhood homeowners.

While we encourage neighbors to bring their questions about property valuations, we do ask that they be phrased in as non-confrontational a way as possible. Remember the Appraisal District determines the value of property, it does not set the various tax rates or decide how the money will be spent.

The March Meeting will be 7:00 PM, Monday March 3, 2003 at Hyde Park United Methodist Church at the corner of 40th and Speedway.

Please come!

materialize last year, neighbors were very concerned! 707 was permitted as a 6 bedroom duplex but apparently is being used as 10 bedrooms! The parking, all off of a one lane driveway, doesn't work well for so many cars, so most of the tenants park in the street. Neighbors of this area know what a traffic problem this has caused. Neighbors also found out about a 10 bedroom duplex going in at 505 E. 49th. A few days later, a permit was issued to relocate a house at 4805 Duval to build another duplex. You can see why neighbors were very concerned!

At the same time, a 12 bedroom (originally planned as 16 bedroom) duplex was begun at 3207 Hampton, across from Lee Elementary. A block north at 3403 Hampton lots were re-sub-divided for 4 more duplexes. Recently construction began on a 12-bedroom 3 1/2 story duplex at 3500 Duval. All of this activity got many neighbors upset and involved in finding solutions. The neighbors of the 3207 Hampton project filed an appeal to the Board of Adjustment questioning the city's interpretation of the code in issuing the permit. This appeal has stopped construction on the project until the case is heard on March 10.

On February 6, Lane Harrell, Andy Homer, Bruce Nadig and I from Hyde Park and Colleen Daly from North University spoke to the City Council requesting a moratorium on
