A
few weeks ago I was tipped off by a neighbor that it looked like there was
going to be some new construction behind a recently purchased house just
around the corner from me. With camera and tape measure in hand, I walked
over to take a look. Sure enough. The forms were in place, the reinforcing
metalwork had been laid, and they were ready to pour a cement foundation.
The house had a "For Lease" sign in front and a tube of flyers. On my way
home I took a flyer to learn more.
The first thing I did was check the city's web site,
waller.ci.austin.tx.us/pierivr/permit_menu.cfm (from this page you
can check by permit number or street address) to see if there were any
building permits for that particular address. Nope. No permits. Next it

"Damn it," I said to myself. "If Dorothy can do that for the firestation, I can do the same thing ..." the Travis County Appraisal District web site, www.traviscad.org to look at the plat maps. By my calculation, the property in question is approximately 6,500 square feet. The minimum allowable lot size for two family dwellings on a single lot is 7,000 square feet. Let's see. Forms ready for a cement pour. No building permits issued or applied for. Substandard size lot for two dwelling units. This just isn't adding up right. I decided to call the number listed on the For Lease flyer. I ended up leaving a message, but the owner called me back shortly. She told me all about the remodeling of the house in front, and how nice it was. I asked about the back. "What's going on in back? It looks like there is a lot of work going on." I said. "Oh, that will only be going on for about 45 days" the owner replied. "What are you putting in? Are you building a garage apartment or something?" I asked. "Well yes. But it will be very small. Probably only one or two people will live there. Actually it is going to be pretty small, so it will probably be just one person." I had to fess up at this point. property. I'm with the Hyde Park Neighborhood Association and I wanted to
speak with you about the work you are having done in back. There are several
problems with it."
"Like what?" she asked. "Well," I said, "to begin with, there is no building permit. Second, that is a substandard size lot for two dwelling units. You need to have a lot at least 7,000 square feet for a second unit. Your lot is only about 6,500 sq/ft."
