President John Kerr called the meeting to order. First,
Don Crabill, Project Manager with the City of Austin
Public Works Department, discussed an improvement
project for the 38th Street/Guadalupe Street intersection.
The purpose of the project is to increase the 38th Street
left turn capacity onto the southbound Guadalupe Street.
This will be achieved by widening approximately 500 feet
of the north side of 38th Street east of Guadalupe Street.
The City expects this work to begin in mid-February and
to take about two months. The City Council is scheduled
to approve this project this month. If you have any

dennis.crabill@ci.austin.tx.us. Gopal Guthikonda, manager of the Utilities Collection System Services Division of the Austin water utility, discussed finding a new location for the heavy construction

equipment which has been parked on the corner of
Avenue H and 43rd Street. This corner has been the
staging area for the water and wastewater construction on
45th Street. This corner, however, has been a problem
for the neighborhood. A staging area is needed to store
pipeline, manholes, and dirt during the construction
period, which is expected to conclude in September. Gopal
presented possible alternate sites on the Elisabet Ney
Museum grounds. One location would be 44th Street and
Avenue G and the other is on 45th Street. Neighbors expressed concern about these locations due to the traffic at Shipe Park when the swimming pool opens. Gopal explained that many laws govern the locations of staging areas for storing the dirt (for example, The City cannot store the dirt in a flood plain) and that these locations were the best options. After much discussion and debate, neighbors requested that the City consider contacting churches in the area about using their parking lots for the staging areas. Gopal agreed they would attempt to do so; however, timing is important. Therefore, HPNA members voted, with some opposition, to support the City's current plan if no church was willing to supply an alternative.
